The charges against Mr. Alim Khan are contained in a letter dated 31st. October, 1913, from the Honourable the Colonial Secretary to Mr. Alim Khan, a copy of which appears in the Coloni- -al Secretary's Confidential File No. 3656/13 marked Blue "B". Mr. Alim Khan's reply thereto is contained in a letter dated 11th. November, 1913, from himself to the Honourable the Colonial Secretary, the Original of which appeares in the above quoted file
marked Blue "C".

Your Committee considers it desirable, at the outset to
explain that Mr. Alim Khan was in the ordinary course of official movements transferred to the Post Office department from the Supreme Court Registry on 30th. June, 1913, and that the matters which form the subject of the present enquiry were substantially only discovered after he had left his former position which he had occupied for some years. It is also, perhaps, important, here, to note that no money has been in fact lost to Government or so far as can be ascertained to any private person in connection with the questions now under consideration.
